Function classifySetupRetry

classifySetupRetry(params: ClassifySetupRetryParams): SetupRetryResult
Classifies setup failures without conflating identity collisions and transient infrastructure errors.

Collision retries must regenerate a fresh identity. Transient retries must repeat the same identity so they do not change the scenario under test.
